The site in question systematically scrapes and republishes user activity data from the Chinese educational platform Luogu (luogu.com.cn) without user consent or authorization.
Nature of Abuse
1. Unauthorized scraping and redistribution of personal activity data.
The site republishes user activity histories and contributions from Luogu, linking them directly to identifiable accounts. This constitutes a privacy violation and facilitates reputational harm, stalking, or harassment.
2. Violation of Luogu’s contractual terms.
The Luogu User Agreement (洛谷用户协议) explicitly prohibits:
* Collecting or using other users’ data without consent (Section 3.4.7).
* Republishing or exploiting site content without authorization (Sections 3.4.8, 4.1).
The crawler site disregards these prohibitions.
3. Absence of user consent and bad faith operation.
The operator provides no legitimate legal basis for processing this personal data, no opt-out mechanism, and no transparent contact details. The site is also not indexed by major search engines, suggesting deliberate evasive behavior.
Legal and Policy Concerns
As this service is hosted on infrastructure provided by xTom GmbH (Germany), it falls within the scope of EU law, including the General Data Protection Regulation (GDPR). Republishing personal activity data without a legal processing basis or user consent constitutes unlawful processing under Articles 6 and 17 GDPR.
Beyond GDPR, the activity is a clear breach of your Acceptable Use Policy, which prohibits unlawful data collection, privacy violations, and abusive or harmful operations.

我们已知悉洛谷对我们站点的指控，现希望就此作出澄清。
1. 对于第一条中的“constitutes a privacy violation and facilitates reputational
harm, stalking, or harassment”，
我们抓取全部数据都是用户在洛谷平台公开发布的，并不存在对其用户隐私的侵犯。
2. 对于第二条“Violation of Luogu’s contractual terms”，
这是洛谷与其用户达成的协议，本站显然不是洛谷的“用户”，因此不受其约束。
需要指出的是，我们也未如指控援引的条款“3.4.7 不得利用任何非法手段获取其他用
户个人信息”，所有的爬取都是使用 Fetch API，并依照洛谷先前的请求，附上可识别
的 User-Agent 请求头爬取的，自始至终从未采取过任何绕过人机验证等不合理的爬取
方式。
此外，令人啼笑皆非的是，其用户协议中亦被指控援引的第四条第二款中明确了“用户
享有著作权，授权洛谷使用”。因此我们站点存储的所有内容著作权均不属于洛谷平台，
该平台没有立场指控我们侵权。
3. 第三条中对于“违反 GDPR 行为”的陈述与事实完全相悖，毫无根据。洛谷的指控无疑是
诬陷。
我们非常重视 GDPR 合规性，依法保障用户的“被遗忘权”，在站点醒目位置注明了用户
要求删除其信息的方式，机制公开、透明。
而“未被搜索引擎收录”纯粹是对我们站点的抹黑，也与指控毫无关联：我们站点根本没
有禁止搜索引擎索引，也事实上被谷歌等“major”搜索引擎收录。
我们认为洛谷的指控罔顾事实，妄图通过主机商向本站施压的行为是不道德乃至卑鄙的。
